BY-LAWS

Article I - Name
The name of this organization is Dallas / Fort Worth Vietnamese Golf Association (DFWVGA).

Article II - Purpose
The purpose of the organization is to promote golf among the Vietnamese community in the Dallas / Fort Worth Metroplex area.

Article III - Membership
Section 1. Membership shall be available to people of all age.

Section 2. Memberships are individual and non-transferable in the club.

Section 3. Memberships in the Club are for a "golf season" only, with all membership starting on the first tournament and ending on the last tournament of the season.

Section 4. In the event any member of this organization shall commit any act which reflects discredit or disrepute thereon or shall refuse or neglect to comply with the rules and regulations adopted by the Club Officers, such member shall be subject to suspension or expulsion after ten days written notice and the right to be heard, by a vote of two-thirds of the Club Officers at any regular meeting or special meeting called for such purpose.

Section 5. The annual meeting of the DFWVGA shall be held once a year prior to the start of the golf season. The Club Officers shall provide for the holding of such other meetings as may be deemed necessary or desirable.

Section 6. The Club Officers shall establish all membership fees and dues from time to time in such amounts as they deem to be adequate to operate and maintain the Club. Members shall be liable for their membership dues.

Article IV – Club Officers
Section 1 – Responsibilities. The Club Officers will run the association for a period of two years. Additional years of service are strictly voluntary. The Club Officers will delegate their duties among themselves and call for meetings when deemed necessary. In the instance where a Club Officer cannot finish his term of duty, the remaining Club Officers will name a replacement for the position among the club members.

The committee shall consist of the following positions.

President:

• Communicate the state of the club, special notices, and any interclub announcements via email and forum postings.
• Responsible for reviewing all club inquiries including feedback and complaints.
• Oversee tournament and year end banquet activities.

Treasurer:

• Document financial transactions for the club.
• Collect green fee during DFWVGA tournaments.
• Provide financial reporting and annual budgeting.

Webmaster:

• Maintain DFWVGA website and forum membership registration.
• Update scores, member's info, and club news.

Handicap Officer:

• Maintain handicap for all members.
• Calculate adjusted handicap after each tournament.
• Update members’ handicap on the website.

Texas Cup Captain:

• Establish Texas Cup rules and point system.
• Maintain Texas Cup points for all players.
• Coordinate Texas Cup activities with HVGA Texas Cup Chair.
• Plan all activities for TX CUP home year: Course selection, restaurant selection, team apparel, team pairings, and communicate with DFWVGA Texas Cup Team and HVGA Texas Cup Chair.

Tournament Coordinator:

• Select tournament venues and negotiate contract on behalf of DFWVGA.
• Provide and announce USGA and local course rulings prior to each event.
• Post upcoming tournament signup and information.
• Provide pairing information prior to the event.
• Determine and announce Gross and Net Winner post tournament.

Promotions Officer:

• Attract club interest and corporate sponsorship.
• Recruit new members.
• Coordinate sponsorship activities at events.
• Communicate and publicize upcoming club events.

Section 2 – Election Process. At the end of their term, the Club Officers are responsible for conducting the election process. One golf season membership status is required for individual seeking nomination and office.

The following actions must take place to fill the open positions.

1. Announcement of open positions.

2. Request for nominations.

3. Conduct voting among members.

4. Announce results of election.

Article VI - Amendments to By-laws
The Club Officers shall have the power to repeal or amend any of these by-laws provided that such action shall not be effective until approved by a majority vote of all the present and past Club Officers of the DFWVGA at a meeting held in accordance with the provisions contained herein.
